The Council of the Eurasian Economic Commission (EEC) called for the expansion of business and economic ties with Iran, said the EEC Trade Minister Veronika Nikishina.



Nikishina met with the Iranian ambassador to Russia Mehdi Sanaei in Moscow on Thursday, the IRNA news agency reported.



Nikishina said the process of concluding a free trade area (FTA) agreement with Iran must be accelerated.



Sanaei, for his part, said expanding cooperation with EEC member states is among Iran’s priorities.



During the meeting, the two sides agreed to start negotiations on signing a FTA agreement in parallel with doing joint research on the matter.



In August 2015, EEC announced that it has decided to set up a joint research group to study the prospects of reaching a FTA agreement with Iran.



According to Sanaei, being a member is a privilege since it would reduce the trade tariffs between the members.



A free trade area is the region encompassing a trade bloc whose member countries have signed a free trade agreement. Such agreements involve cooperation between at least two countries to reduce trade barriers — import quotas and tariffs — and to increase trade of goods and services with each other.



The EEC is an economic union of former Soviet states led by Russia to guarantee free transit of goods, services, capital and workers among members.  



The treaty establishing the EEC was formally signed by three states which were part of the former Soviet Union: Belarus, Kazakhstan, and Russia. Agreements to enlarge the EEC to Armenia and Kyrgyzstan were signed in 2014.

Iran mapIran’s historic nuclear deal and the lifting of sanctions should bring the country back into the global community. For investors it is being heralded as the return of the largest economy to the global system since the breakup of the USSR in 1991.

We recently went on a fact-finding mission to Iran prior to the lifting of sanctions. What we found was a real eye-opener and exposed many of our biases as wrong.

Iran appeared more like Turkey than Saudi Arabia – Tehran being a very cosmopolitan city with a much more liberal attitude than we expected, with women appearing fully integrated into society. Importantly, the country is educated, entrepreneurial, and asset rich, but remains cashflow poor because of the sanctions that have been in place since 1979. With those sanctions being lifted, there is much to like as an international investor.

Iran is the world’s largest holder of oil and gas reserves combined, number four in oil and number one in natural gas. The IMF sees Iran boosting global oil production by 600,000 barrels per day (bpd) in 2016, based on the rollback of EU and UN sanctions, rising to 1.2 million bpd over the medium term. That would be equivalent to approximately half of global oil demand growth in 2016.

Iran also boasts a large and young population, with 60 per cent under the age of 30. Its workforce is well-educated, with the third-highest number of engineering graduates after the US and Russia. It also has the highest literacy rate in the Middle East and North Africa region.

As for the economy, Iran is the second-largest in the MENA region after Saudi Arabia, with a GDP of $406.3bn in 2014. This is roughly the same size as Thailand. Now that sanctions will be lifted in March, the World Bank projects real GDP could rise from 1.9 per cent in 2015, to 5.8 per cent in 2016 and 6.7 per cent in 2017. In addition, Inflation has dropped from a peak of 45 per cent in 2012 to the low teens today due to tough monetary policy.

The state of the financials

Longstanding state involvement and weak governance combined with several years of sanctions has left the banking sector in a relatively weak state. The banks we met with were heavily exposed to non-core assets, such as real estate, franchises and equities – likely due to restricted investment alternatives imposed by sanctions.

The banking system does cause concerns as it is undercapitalised and has a high rate of non-performing loans, and there is no plan for recapitalisation yet. However, there is a lot of interest from foreign capital and many of the Iranian banks are already talking to international banks.

The Tehran Stock Exchange (TSE) operates two exchanges, with 540 listed companies on the main bourse, a $120bn market cap, $40bn turnover volume per day and a somewhat staggering 107 brokers. The daily limit up/down is set at 5 per cent, and ETFs were launched in 2013, with 11 currently listed on the TSE.

The index trades at six times price-to-earnings, having been as low as four to five times, and has an average dividend yield of 14 per cent, but with negligible foreign participation. A huge government-led privatisation drive in 2006 put a wide range of corporates back into the private sector. The top 10 listed companies account for 50 per cent of the TSE’s market cap, with seven of those having been registered as part of the government privatisation programs.

The oil and mining sector dominates the economy and the stock market and is desperate for capital and foreign cooperation. Therefore, there is a narrow, rich seam to play in the stock market, and it may be a crowded trade.

First mover advantage

We believe there is money to be made for first movers coming into the market in early 2016. Longer term, the road looks more uneven and the chances of having stranded investments are just as likely. We need more time with companies and government officials to become truly comfortable investing.

Issues such as business transparency and corruption are also central in the development of any frontier economy. In transparency terms, Transparency International’s 2014 Global Corruption Index ranked Iran 136 out of 175 countries.

However, interest in Iran will only grow going forward because of its reintegration into the global economy, its huge hydrocarbon power, and its positive demographics. Institutional investors, however, will probably face some challenges in areas of liquidity and corporate governance. Challenges such as these are not uncommon as markets open up, and there are always areas for experienced investors to uncover neglected companies with healthy or improving operations.

Airbus has called on EU banks to overcome their wariness about financing export projects to Iran.

New indications are growing in Europe over what may be an early sign of the growing dissatisfaction of businesses toward the reluctance of banks to finance their Iran deals even now that the sanctions against the country have been lifted.

Airbus has now taken the lead on this front and has called on EU banks to overcome their wariness about financing export projects to Iran because of the sanctions.  

European governments and their export credit agencies support a resumption in trade with Iran, said Nigel Taylor, senior vice-president for Customer, Project and Structured Finance at Airbus.

"With this blessing, I can't understand why we only see the back of banks at the moment. Don't be afraid!" Taylor has been quoted by Reuters as saying in a conference on export financing at the French Finance Ministry.

However, the head of the French banking federation, Marie-Anne Barbat-Layani, also on the panel, said the US legal framework regarding sanctions remained too uncertain for now.

"To be able to intervene, we banks need to have complete legal security and clarity," she said. "We're not there yet."

Barbat-Layani also said European companies should make an effort and bill their sales in euros rather than U.S. dollars to avoid falling foul of the U.S. legal system.

"We need to develop euro-denominated financing, even if that's not enough," she has been quoted as saying by Reuters.

Iran signed a deal worth $27 billion with Airbus last month over the purchase of 118 new planes.  The deal was signed during a landmark visit to Paris by Iran’s President Hassan Rouhani.

Officials in Tehran have already announced that Iran expects the French major aircraft maker to deliver the first batch of planes as early as July 2016.
