  Amid the prospect for easing sanctions against Iran's nuclear program, a London based firm specializing in emerging markets is preparing to invest in the Islamic Republic. 

   

Charlemagne Capital and one of Iran's largest investment firms Turquoise Partners announced a partnership Tuesday.

   

Perception & Reality

  "Iran is one of the biggest mismatches between perception and reality that I've seen in 25 years in emerging markets," said Dominic Bokor-Ingram, a portfolio manager with Charlemagne on Power Lunch Tuesday.

  Tehran's stock exchange is up eight percent in the week since an interim agreement was reached between Iran and the P5+1 made up of the United States, Great Britain, France, China, Russia and Germany.   However year to date the market is down three percent.

   

  Charlemagne plans to look at Iran's banking and telecom sectors first but Bokor-Ingram believes Iran's market is so well developed all sectors are ripe for investment.

   

  The Tehran Stock Exchange has a market cap of 160 billion dollars with 300 public companies.  If the Iranian market went into the global frontier market index immediately it would be worth one quarter of that index right now.

   

Terms You Can't Get Anywhere Else

  "The market is trading at price to earnings multiple of five and the dividend yield is in the teens" according to Bokor-Ingram. He adds "these are terms that emerging market investors can't find anywhere else in the world."

   

When asked by CNBC's Tyler Mathisen how he feels about investing in a country that is heavily involved in terrorism and has vowed the destruction of Israel Bokor-Ingram said "our policy is to follow sanctions and if the US government says it is okay to invest or the European government says it is okay to invest then I don't see what we're doing is any different than what happens in the rest of the world."

Is Foreign Investment permitted in Iran?

     
       

Foreign       investment is permitted in accordance with the prevailing laws and       regulations of the Country. All foreign investors are permitted to       invest, for the purpose of development and producing activities, in all areas       of industry, mining, agriculture and services. However, from the       standpoint of the Iranian government, only those investments shall be       eligible to enjoy the privileges and protections under the Foreign       Investment Promotion and Protection Act (FIPPA) that have obtained the       required license under the FIPPA.

How do you define foreign investment?

     
       

Foreign       investment is defined as employment of capital in an activity in which a       level of risk involved.FIPPA classified foreign investment under two       broad categories :
      a) Legal participation (direct investment): is defined as a direct       involvement of a foreign investor in the equity capital of a new or       existing Iranian company. There is no restriction on the level of       shareholding as well as percentage of shares belonging to foreign investors       in Iranian companies. The right of foreign investor to run and control a       company emanates from and is dependent upon his direct contribution in       the equity capital of the concerned company.
      b) Contractual arrangements: is defined as a set of mechanisms under       which the utilization of foreign capital is solely based on agreements       reached by the parties to a contract. In other words, the rights of the       foreign investor is not yielded with his direct participation in the       capital of the recipient Iranian firm, but through the arrangements       agreed upon under a contract. This type of investment may be carried out       in all sectors of economy. Under contractual arrangements, the return of       capital and accrued profits have to be sourced only out of the economic       performance of the project in which the investment is made without being       dependent upon a repayment guarantee by the government, by the banking       system as well as state owned companies.

Of       course not. The       ratios referred to in the said Para have nothing to do with the       shareholding percentage of foreign investors in a single investment case.       As formerly explained, no restriction with respect to the ceiling of       foreign participation is imposed in Iranian companies. Some of them are established for the purpose of       warehousing whereas some, in addition to warehousing of goods, are       designed for setting up processing and production line. Is there any difference between investments made in Free       Trade Industrial Zones, Special Economic Zone and the mainland?

     
       

Investment       in Free Zones is subject to especial regulations governing such investments.       Iranian Free Zones at present comprise six areas by the name of Gheshm,       Kish, Chahbahar, Arwand, Aras and Bandar Anzali. Areas known as Special       Economic Zones are part of the mainland in which all investments are       considered to be investments in the mainland. Taking into consideration       the applicability of Foreign Investment Law to the territory of the       Islamic Republic of Iran, all foreign investments realized in Free Trade       and Industrial Zones may also enjoy the privileges of FIPPA, provided that       the relevant formalities for obtaining the investment license have been       followed .

Iran says a leading French company specializing in airport architecture and engineering has voiced interest in the development of three key airport projects in the country.

Mohammad Khodakarami, the caretaker director of Iran’s Civil Aviation Organization (CAO), has told the domestic media that ADPI Group is already engaged in talks with Iranian officials over the expansion of Tehran’s Imam Khomeini International Airport (IKIA) as well as the development of Mashhad and Shiraz airports.

Khodakarami said a delegation from ADPI will soon arrive in Tehran to discuss the technicalities of the company’s planned investments in Iran.

The official added that Iran has already presented the investment potentials of the three airport projects to the experts of the company who were in the country last week.

He said ADPI is accordingly expected to study the three projects and submit its proposals to the related aviation authorities.

Last October, the media reported that Iran plans a $2.8 billion expansion of IKIA and that France’s Bouygues SA and ADPI are among companies to express interest. 

IKIA, about 40 kilometers southwest of Tehran, has a capacity for 6 million air travelers a year. Iranian officials say a plan to expand the airport envisages the construction of a new terminal with the capacity to handle 20 million passengers in a year.

This is seen as part of wider plans by Iran to position itself as the leading hub for cargo transportation and the second in passenger transportation in the Middle East.
